In the short term, the news isn't good. The downturn in the recycling market is due to China's ban on importing scrap as well as tariffs on scrap materials. However, in response to the excess scrap paper available in the U.S., several U.S. paper mills are increasing their capacity to take advantage of the excess "cheap" scrap paper. The increases in capacity will take place over the next couple of years, at which time we should see the recycling revenue come back after the U.S. paper mills have worked off the excess scrap.
