Florida Air Permitting Issues

Printing operations in Florida are exempt from permitting if they meet the following limits:
- Operate only digital printing lines and use less than 2,425 gallons, combined, of solvent based inks, clean-up solutions, and other solvent-containing materials in any consecutive twelve (12) months;
- Operate only screen or letterpress printing lines and use less than 2,850 gallons, combined, of solvent based inks, clean-up solutions, and other solvent-containing materials in any consecutive twelve (12) months;
- Operate only heat set offset lithographic printing lines and use less than 20,000 pounds, combined, of ink, cleaning solvent, and fountain solution additives in any consecutive twelve (12) months;
- Operate only non-heat set offset lithographic printing lines and use less than 2,850 gallons, combined, of cleaning solvent and fountain solution additives in any consecutive twelve (12) months.
If these limits are not met, then the printing operation must apply either for the Air General (AG) permit or the general Air Operating (AO) permit. The state's program does contain provisions for a synthetic minor designation. Synthetic minors are those facilities that agree to federally enforceable limits that restrict their potential to emit to less than the major source threshold.
