South Dakota Air Permitting Issues

The South Dakota DENR's Environmental Permitting and Regulation Guide indicate that air permits are not required for printing facilities. However, you are encouraged to contact the DENRs Small Business Office to ensure that a permit is not required.
South Dakota does have a Title V permit program in place. Sources with the potential to emit more than 100 tons of VOCs per year, or 10 tons of one hazardous air pollutant (HAP) or 25 tons of a combination of HAPS are required to apply for a Title V permit.
The state's program does contain provisions for a synthetic minor designation. Synthetic minors are those facilities that agree to federally enforceable limits that restrict their potential to emit to less than the major source threshold. Minor Sources are considered facilities that are an air pollution source that is not a Part 70 source and has uncontrolled potential emissions less than 100 tons per year of a regulated air pollutant.
