Virginia Air Permitting Issues

In Virginia, printing presses with uncontrolled VOC emissions of 7 tons per year, 40 pounds per day and 8 pounds per hour need not apply for an operating permit from the Virginia Department of Environmental Quality Office of Air Program Coordination. The state-operating permit is elective. There is not a requirement for any emissions unit or stationary source to get a state operation permit.
State operating permits are either issued at the request of the owner or at the discretion of the Department. Local ordinances can be passed to change, adopt or amend regulations pertaining to air pollution; however, any changes must go through the Air Pollution Control Board. The state does have a Title V permit program. Those facilities with potential emissions reaching 100 tons of VOCs per year or 10 tons of one hazardous air pollutant or 25 tons of a combination of hazardous air pollutants need to apply for a permit.
