Wisconsin Air Pollution Control Regulations

NR 422.145, Screen Printing, applies to all facilities operating in the county of Kenosha, Milwaukee, Ozaukee, Racine, Washington, or Waukesha and which have maximum theoretical emissions of VOCs from all screen-printing units at the facility equal to or greater than 25 tons per year. Facilities operating in the county of Kewaunee, Manitowoc, or Sheboygan and which have maximum theoretical emissions of VOCs from all screen printing units at the facility equal to or greater than 100 tons per year are also subject to the rule's requirements.
These facilities must use General Purpose Inks with no more than 3.3 lbs. of VOC per gallon, as applied or Special Purpose Inks with no more than 6.7 lbs. of VOC per gallon as applied. The solvent cleaning limitation of 4.2 pounds of VOC per gallon also applies to these facilities This rule also impacts screen printing facilities located in the county of Kenosha, Milwaukee, Ozaukee, Racine, Sheboygan, Washington, or Waukesha if VOC emissions from all industrial cleaning operations, before consideration of controls, equal or exceed 3 tons per year on a 12 consecutive month basis.
These facilities only need to comply with the solvent cleaning requirements in this rule, which sets a limit of 4.2 lbs. of VOC per gallon, as applied. Digital printing operations have been exempted from coverage under this rule. NR422.035, Industrial Solvent Cleaning, Part One, also applies to screen-printing facilities. To determine your applicability, all industrial solvent cleaning activity already regulated by NR 422.145 should not be counted. Digital facilities are exempt from this regulation as well. NR 422.037, Industrial Solvent Cleaning, Part 2, does not apply to either screen-printing or digital printing facilities.
