San Joaquin District Air Pollution Control Regulations

Rule 4607, Graphic Arts and Paper, Film, Foil and Fabric Coatings, applies to all facilities located in this air district – both screen and digital printing operations. Screen printing operations must use cleaning solvents that contain no more than 100 grams of VOC per liter, less water, as applied. Further, inks and coatings must contain no more than 400 grams of VOC per liter; adhesives no more than 150 grams of VOC per liter, and resists no more than 600 grams of VOC per liter.
Digital printing operations are exempt from the requirements of the rule, except for record keeping. Monthly records of amounts of inks, solvents, adhesives, and coatings used must be maintained. Screen printing operations are required to comply with the record keeping requirements as well.
