Congress is sprinting to
complete its summer legislative agenda and one key item is close to – but not
yet over – the finish line. The Chips and Science Act is a bipartisan bill
aimed at addressing supply chain headaches caused by the COVID-induced
semiconductor shortage, which was first felt by the auto industry, but has
since impacted multiple sectors including print. Print OEMs went on record as
early as 2021 notifying customers of price adjustments related to materials
shortages, including chips.
The Chips and Science Act would appropriate $39 billion in funding for increased U.S. production of semiconductors, along with additional funding for spurring a domestic semiconductor workforce. According to the bill’s sponsors, only 12 percent of chips are currently manufactured domestically, compared to 37 percent in the 1990s.
On July 26, 2022, the Senate advanced the bill to the House. PRINTING United Alliance is urging the House to vote in favor of final passage of the Chips and Science Act and to send it swiftly to President Biden for his signature.
