Attention Clark County, NV Printers - Clark County, Wants You to Participate

Clark County, Nevada, is in the process of developing air pollution control regulations that will directly impact printing operations in the county. County regulators are interested in feedback from printing companies about the new rules. 

 

Here is the request from Clark County officials: 

 

On January 5, 2023, the U.S. Environmental Protection Agency reclassified the Las Vegas Valley as a moderate nonattainment area for the 2015 ozone NAAQS. This new classification requires that we implement additional control measures that will help us reach attainment by August 2024. One measure we are considering is implementing a Graphic Arts rule that would limit the VOC content of coatings and solvents used in graphic arts printing processes (e.g., web offset lithography, web letterpress, rotogravure, and flexography).

Clark County Division of Air Quality

 

PRINTING United Alliance has been engaged with Clark County since they began this regulatory rulemaking process. The Alliance was invited to participate in several workgroups formed by Clark County to provide feedback on the structure and form for the new rules. The workgroup is composed of printing industry representatives, associations, and consultants who provide feedback on the structure and requirements of the new rules. The Alliance submitted extensive commentson all the applicable rules that were being considered as models for their regulations. 

 

A draft of the new rules should be available by the middle of May, so you may want to sign-up with Clark County to be the first to know when the draft regulations are released for review and comment.

Gary Jones Vice President of Environmental, Health, and Safety Affairs

Gary A. Jones is the Vice President of Environmental, Health and Safety (EHS) Affairs at PRINTING United Alliance in Fairfax, VA. His primary responsibility is to monitor and analyze EHS regulatory activities at all domestic and some international government levels. He provides representation on behalf of the printing and specialty graphic imaging industry. Mr. Jones works closely with the federal and state-level Environmental Protection Agencies (EPA), Occupational Safety and Health Agency (OSHA), Department of Transportation (DOT), and other agencies. He also provides membership assistance on EHS compliance and sustainability programs through a variety of approaches including responding to inquiries, presentations, writing, and consulting services.

He holds a BS in biology from LaRoche College and an MS in chemistry from the University of Pittsburgh.
